What is is a hosting platform for open access journals. It is developed and managed by the CCSD (Centre pour la Communication Scientifique Directe).

The originality of the platform is that it is based on contents deposited in open archive for creating overlay-journals.

General operation

The platform allows the editorial process: submission of manuscripts, peer reviewing management, publication.
The submission of a manuscript to a journal hosted by is made through a deposit in an open archive. It is freely available and therefore accessible by all, whether accepted or not by the journal.
Once the article is accepted by the overlay-journal, the open archive used for manuscript submission is updated with the publication references.

Definitions : epi-committee, epi-journal

Epi-journal (or overlay journal) : an open access digital journal made up of articles submitted in an open repository like HAL or ArXiv. Epi is a prefix meaning upon, on, over.
Epi-committee : a scientific committee made up of experts who are recognised in their fields. Its role is to promote the creation of editorial committees which set up new overlay-journals and then to monitor the content and quality levels of such journals.

Open archives partners : HAL, ArXiv, CWI

HAL is a pluridisciplinary open archive,  created and managed by the CCSD.
ArXiv is a disciplinary archive managed by the Cornell University Library. Fields : physics, mathematics, computer science, quantitative biology, quantitative finance.
CWI is the institutional archive of the Centrum Wiskunde & Informatica. Fields : mathematics and computer science.

It develops and manages the website of the journal.
It creates its rating grid.
It manages its reviewers: invitations, account creation, sending and recovery.
It manages the peer review process : selection of the manuscripts, allocation to reviewers, exchanges with the author, publication if acceptance.
It makes the process of obtaining an ISSN. It reports the journal in DOAJ and in bibliographic databases.
